Description
In 1992, Association of South-East Asia Nations (ASEAN) established ASEAN
Free Trade Area (AFTA) in order to increase the intemational competitiveness of the
:egion by attracting foreign investment and expanding trade of goods and services. The
rtain mechanism of AFTA is the Common Effective Preferential Tariff (CE,PT) scheme,
*'hich aims to reduce intra-regional tariffs and remove non-tariff measllres Qr{TMs) within
a 1S-year period commencing on I January 1993.
After more than l0 years of irnplementation, the achievement of the AFTA is still
limited since the share of intra-ASEAN trade has increased only three percent point from
19.03 percent in 1993 to 22.25 percent in 2004. In the case of Myanmar, during a decade,
its trade with ASEAN partners has doubled while its total trade value has risen 1.2 times.
Although ASEAN is the main investor of Myanmar, FDI inflorvs liom ASEAN countries
have dramatically declined since the onset of the Asian financial crisis in mid-1997.
The pr,rrpose of this study is to analyze the impacts of AFTA on economic
integration process of ASEAN and Myanmar in terms of trade and investment during the
period from1993 to 2004. Tire hypothesis of the study is that AIrTA has positive effects on
trade and ecottomic welfares of member countries. To confirm this hypothesis, subhypotheses
are lbrmed and appropriate methodologies are also adopted to facilitate the
research on both ASEAN and Myanmar.
The results of the study indicated the increasing trend of intra-regional trade and its
importance for ASEAN countries. The study showed that the implementation of AFTA,
especially the reduction in tariff rates, has positive impacts on raising share of intra-
ASEAN trade. AFTA has resulted in more trade creation than trade diversion and thereby,
ASEAN has enhanced the net welfare of member countries. In the case of Myanmar, the
analyses show that AFTA has positive effects on trade and investment of Myanmar in
almost pll aspects. Overall results of the study support the hypothesis that AFTA has
positive effects on trade and economic welfares of member countries.
However, AFTA has still had several problems which need to take immediate
actions to improve and accelerate the economic integration process of ASEAN. The major
problems are relatively low share of intra-ASEAN trade and fluctuation of FDi inflows
since onset of Asian economic crisis. The outcomes of the study highlight the need for
-{SEAN to accelerate its integration process through eliminating all baniers in trade and
nvestment, adjusting policies, rules and regulation and narowing development gap between
member countries. These efforts will pave the way to further development of all member
countries and eventualiy, to achieve the goal of ASEAN Economic Community by 2020.
