For a preliminary\nassessment of e-learning readiness, a total of 84 teachers and 648 students from Yangon Technological University (YTU) and\nMandalay Technological University (MTU) have participated in this research. This paper explores the e-learning readiness of\nteachers and students from both top technological universities in Upper Myanmar and Lower Myanmar. The overall finding\nof this study indicates that high percentages of teachers and students from both universities have same positive responds for\nadvanced ICT-based learning environment, e-learning, even though both YTU and MTU are still weak in terms of educational\nfacilities.
