In this study, the primary data are collected from 80 supervisors and above level staff out of 105, who are involved in the projects of UECCD Department by using Rosoff’s 48th edition sample size determination formula and collected with questionnaire survey by using the structured questionnaires. Secondary data are gathered from text books, from UECCD department data, internet websites and previous research papers. Descriptive statistics and regression analysis are used to analyze the data. From analysis on the effect of project planning on project implementation, it is found that the positive direct effect of technical skill and resource mobilization – the tasks of planning stage – on top management support, problem solving and communication (tasks have to be done at the implementation stage. It is also observed that the two implementation activities (top management support and communication) have positive impact on the project success measured by effective completion. However, for project quality, only top management support has positive effect. There is not statistically significant between problem solving and effective completion, and there is no relationship of problem solving and communication to project quality.
