Through the United Nation’s Charter, the UN Security Council represents the\nmost powerful executive institutional body in the field of collective security. The General Assembly and the\nSecurity Council may, however, seek advisory opinion from the ICJ in matters associated with the legal questions.\nThis article examines whether the ICJ has implied power to conduct judicial review in matters undertaken by the\nSecurity Council where legal questions are involved. The Security Council of the United Nations has primary\nreponsibility, under the Charter, for the maintenance of international peace and security.The International Court of\nJustice sometimes called the World Court, is the principal judical organ of the United Nations.The ICJ’s primary\nfunctions are to settle international legal disputes submitted by states and give advisory opinions on legal issues\nreferred to it by the UN. The relation between the Security Council and the International Court of Justice is the\nestablished by the Charter of the United Nations as well as by the Court’s Statute.
