Various scholars have traced the emperor’s life back over the past hundred years by counting on different evidence, which have thus made somewhat detailed accounts of his biography now easily available. However, one cannot fully understand his political and administrative activities without going back to his inscriptions. The administrative system in his time was two-fold - central and state levels. The state-level administrative bodies were under the charge of princes and chiefs, or vassals of the king, while the central administrative body was totally under the king’s control, albeit by principle the problems to be solved in consultation with the king’s ministerial board.
