Local communities were encouraged to supplement the Government’s allotment with voluntary contributions of cash, labour or materials. This concern manifested itself in the plan for the Devolution of Powers and Democratization of Local Administration for the 10,000 village tracts and 200 townships comprising the 40 districts of the village, township, ward, and urban councils.
