The existing informationretrieval methodologies generally have problemson keyword-searching. We proposed a model tosolve the problem by using concept-basedapproach (ontology) and metadata case base. Thismodel consists of identifying domain concepts inuser’s query and applying expansion to them. Thesystem aims at contributing to an improvedrelevance of results retrieved from digital librariesby proposing a conceptual query expansion forintelligent concept-based retrieval. We need toimport the concept of ontology, making use of itsadvantage of abundant semantics and standardconcept. Domain specific ontology can be used toimprove information retrieval from traditionallevel based on keyword to the lay based onknowledge (or concept) and change the process ofretrieval from traditional keyword matching tosemantics matching. One approach is queryexpansion techniques using domain ontology andthe other would be introducing a case basedsimilarity measure for metadata informationretrieval using Case Based Reasoning (CBR)approach.
