Tourism is essential for developed countries as well as developing countries because it has many significant impacts; economic, socio-cultural and environmental impacts. The arrival of international tourists has increased because Myanmar had introduced a series of political and economic reforms with open door policy and infrastructure investment inflows since 2011. Moreover, Bagan is World cultural heritage sites and one of the most attractive tourist destinations in Myanmar. In Bagan, tourism generates economic benefits, increasing income and creation of job opportunities for local community, infrastructure development and increasing tax revenue for government. But, it has negative environmental impacts of tourism development such as graffiti, vandalism, crowding, and pollution, rubbish, driving cars around the monuments and climbing on the monuments. Although tourism development contributes opportunities for cultural heritage sites, it affects different kinds of threats for sustainability of cultural heritage sites. Thus, stakeholders are needed to help and manage the sustainability of cultural heritage resources and to minimize the negative impacts of tourism development in cultural heritage sites. In this study, the involvement of government and local community supports the further tourism development and cultural heritage conservation in Bagan.
