The primary data were not only\r\ncollected from 120 farmers in 3villages but also from 8 wholesalers, 5 millers, 5 retailers\r\nand 3 exporters interviewed in Shwebo Township. Analysis of DRC was used to catch up\r\nthe objectives of the study.\r\nPrivate Benefit- Cost ratio of Shwebo Pawsan was 1.18 and Social Benefit- Cost\r\nratio was 1.83. For Ayeyarmin, Private Benefit- Cost ratio of was 1.35 and Social\r\nBenefit-Cost ratio was 0.99. DRC in Shwebo Pawsan was 0.39 and Ayeyarmin was 0.80.\r\nThe value of Nominal Protection Coefficient (NPC) for Revenue of Shwebo Pawsan was\r\n0.70 and Ayeyarmin was 1.52. The value of Nominal Protection Coefficient (NPCI) for\r\ntradable in Shwebo Pawsan and Ayeyarmin were greater than 1. The value of Effective\r\nProtection Coefficient (EPC) in Shwebo Pawsan was 0.62 and Ayeyarmin was 1.55.\r\nFrom the results of sensitivity analysis, higher comparative advantage was found at the\r\nhigh world price, high yield level, and high exchange rate for both rice productions.\r\nBased on the research findings, Shwebo Pawsan should be enhanced to exploit the\r\ninternational market by reducing implicit tax because of its low DRC ratio and lowNPC.\r\nAlthough DRC ratio of Ayeyarmin was less than 1, its NPC value (\u003e1) indicated the less\r\npotential of exportable crop at the current market price. In order to increase the economic\r\nefficiency of rice production, government should reduce the explicit and implicit tax or\r\nthe market failure on tradable inputs. This study was conducted in Shwebo Township which is one of the most rice
growing areas in Sagaing Region and export rice mostly to China. Shwebo Pawsan,
quality rice variety which was introduced in 2007 and Ayeyarmin, high yielding variety
were exported rice varieties.
The objectives of the study were to study the effects of government intervention
policies on the private and social profitability of selected rice productions (Shwebo
Pawsan and Ayeyarmin), to compare the comparative advantage of selected rice
production and export marketing activities by using Domestic Resource Cost (DRC)

Although DRC ratio of Ayeyarmin was less than 1, its NPC value (>1) indicated the less
potential of exportable crop at the current market price. In order to increase the economic
efficiency of rice production, government should reduce the explicit and implicit tax or
the market failure on tradable inputs. The concept of comparative advantage should be
introduced in decision making process of crop cultivation.
