This Law brings new opportunities to the farmers providing the ownership by accessing to Farmland Use Certificates to enjoy the right to sell, mortgage, lease, exchange and gifts their farmlands. The objective of the study is to analyze the people’s perception on the issuance of right to use the farmland certificate and identify the challenges on dispense of Land Use Certificate process. The study approached Quota Sampling Method for village identification and Snowball Method for interviewing the 135 farmers in Thanlyin Township. It was found out that 97% of the respondents have positively perceived the benefits of right to sell, mortgage, lease, exchange and gift the farmlands. Moreover, limitation of time and resources, convincing the farmers by promoting awareness, complicated process for application the land use certificates, and higher workload at the regional level were the main challenges identified in the issuance process by the administrative body.
