Description
This study, titled “Assessing the Effectiveness of Capacity-Building Training Programs for General Administration Department (GAD) Officers in Myanmar,” was conducted to address the growing need for evidence-based evaluation of the training programs that support the operational backbone of Myanmar’s administrative system. The study aimed to identify the factors affecting the effectiveness of capacity-building training programs for (GAD) officers in Myanmar, and to analyze whether GAD practices align with the department’s vision through enhanced training. Primary data were collected from sample size 298 officers through a structured questionnaire by using 5 Points Likert-Scale method, and analyzed with Multiple Linear Regression analysis based on Kirkpatrick Evaluation Model derived by Kirkpatrick (1959). The study found that well-designed and relevant training programs contribute most to positive outcomes, while a supportive work environment also plays an essential role in helping officers apply what they have learned. The analysis clearly shows that the effectiveness of the training programs hinges on two main factors. Firstly, Training Program Design and Delivery is the most crucial element, strongly influencing every stage, from officer satisfaction and learning to the actual improvement in public
services. Secondly, Organizational Climate and Support is also highly important, in which officers are significantly more likely to acquire new skills, successfully apply them on the job, and deliver higher-quality public services. The study recommends enhancing curriculum relevance, increasing practical training components, and improving post-training follow-up mechanisms to ensure that capacity-building efforts lead to meaningful and sustained improvements in the GAD.
