This study analyzes the effectiveness of Maritime Education and Training (MET) courses offered by Private Maritime Training Centers (PMTCs) in Myanmar, using the Context, Input, Process, and Product (CIPP) evaluation model. As Myanmar remains a key supplier of seafarers to the global maritime industry, ensuring the quality and relevance of training programs is essential. The main objective is to assess how well PMTCs align with international standards, meet stakeholder expectations, and prepare competent engine rating seafarers. The study employs a descriptive research method, combining quantitative and qualitative approaches. Primary data are collected through structured surveys targeting administrators, instructors, seafarers, and Seafarer Recruitment and Placement Services (SRPS) companies. Secondary data are obtained from official documents and maritime regulations. Findings reveal that while PMTCs comply with basic STCW requirements, they face challenges in instructor recruitment, infrastructure upgrades, and regulatory responsiveness. Training delivery is generally effective, but feedback mechanisms and industry linkages need enhancement. The product evaluation shows high certification success rates, yet moderate employment outcomes for engine rating seafarers. The study concludes that although PMTCs contribute significantly to seafarer development, improvements in quality assurance, curriculum relevance, and industry collaboration are necessary to strengthen their impact. | ||||||
