This study aims to describe the current situation of rental housing provision and planning in Naypyitaw, focusing on its availability, affordability, and quality and to examine the factors that affect the housing preferences for low-income earners. This study used descriptive method based on primary and secondary data. A survey is conducted with a total of (150) respondents from Thukhawady Public Rental Housing. Residents prioritize housing quality factors that impact health and education, with safety and security being paramount. This study found that, there is good with current housing, concerns about utility costs and access to financial services are less prominent. Key issues include access to clean water, sanitation deficiencies, and inadequate drainage systems, environmental concerns, such as noise disturbances and detract from residents\u0027 quality of life indicating a need for improved infrastructure. Furthermore, residents emphasize sustainability in housing quality, valuing environmental, economic, social, and cultural dimensions that contribute to long-term comfort and community cohesion. The improvements include accommodating larger family sizes, enhancing health and safety features, and incorporating environmental considerations in housing development.
