This study assessed good governance practices and explored challenges within township public health departments using both quantitative and qualitative methods. A total of 305 participants were involved in the quantitative study, while 66 key informants contributed to the qualitative analysis. Quantitative findings indicate that public health professionals view good governance in township public health departments as generally fair, with strengths in strategic vision, the rule of law, and accessibility. Participation,effectiveness, efficiency, and transparency are rated as moderate, while appropriateness, responsiveness, and some aspects of participation and accountability require improvement. The greatest concern is weak anti-corruption measures. Qualitative findings support these gaps, revealing that budget information is posted but not explained, feedback and participation are limited, resources and approvals for financial expenses are often delayed, and corruption reporting feels unsafe.
