For primary data collection, five\nin-depth interview sessions were performed and purposive sampling method was\napplied. As regards to results, completion of the constructions projects for fiscal year\n(2018-2019), only 44.76% of constructions project under Yangon Regional Medical\nServices Department and 76% of construction project under Yangon Regional Public\nHealth Department had finished 75-100% of construction work. As regards to\nduration between tender calling process to actual starting time of construction work\nwas ranging from 161 days to 229 days, mean was 196 days for one fiscal year.\nTherefore, the operational construction time of projects for one fiscal year was six\nmonths.
