They are still in need and\ndifficulties of English skills for daily work done. This study aims to analyze the English\nneeds of government employees working under Small Scale Industry Department,\nMinistry of Cooperatives and Rural Development. The study is descriptive type in use\nof primary data. The key finding revealed that 60% agree that English is important for\ntheir present job whereas 40% do not agree. Some low rankers and high rankers\nperceived that English was essential and they want to improve it. However, majority\nof mid-level of government staff are less need of English due to less incentives. They\nperceive that being good at English skills do not represents job promotion. The\ngovernment employees perceived their own English condition as fair in all four skills.\nReading and writing were rated as “moderately needed’ while listening and speaking\nwere indicated as “slightly needed.” Writing and reading are indicated as “moderately\ndifficult” whereas listening and speaking skills are explored slightly difficult. They\nwant English trainings that focus on reading and writing more than that focus on\nlistening and speaking.
