Throughout\r the Cold War period, the essence of the concept of „security‟ is „National Security‟: protection\r of the sovereignty and territorial integrity of states from military threats. In this case, states are\r the key guarantors in providing „security‟. Due to the challenges to that concept, after the Cold\r War, „security‟ has been extended beyond state-centric notion of security to individuals-focus\r one. This is new, broadening and deepening concept of „security‟, known as „Human Security‟.\r However, states remain the objects of „security‟ or the entities to be protected. Under this\r concept, „Responsibility to Protect (R2P)‟ becomes salient to intervene in other states‟ domestic\r affairs in compliance with two criteria.
