One way to optimizenetwork bandwidth usage is to implement acaching system which stores previously fetchedfiles at a location close to the web user, therebyallowing the user to experience reduced responsetime, and also potentially allowing networkbandwidth to be conserved. In this caching system,different replacement policies play a crucial partfor adding another web site when the space is notenough in the cache. A new replacement policyknown as LCR replacement policy is proposed inthis paper.This policy evicts the web site or websites from the cache based on frequency (inminimum) and user access time (least recent time)in making replacement decision.Then, the impactsof this LCR are studied by comparing with LeastRecently Used (LRU) and Least Frequently Used(LFU).Both LRU and LFU policies have their ownadvantages and disadvantages. This paper aims toprovide solutions for eliminating theirdisadvantages in both policies retaining theiradvantages.
