Germany’s legal system is\nwell established and its administrative law system and judicial review of administrative acts\nare rooted in the German Constitution.1 Myanmar on the other hand, a country undergoing\na democratic transition, has a common law tradition2 without specifi c administrative laws\nand mechanisms in regards to the administrative duties of the government. The purpose of\nthis paper is not to suggest that Myanmar should adopt a judicial review system identical\nto Germany’s.
