Implemented through the Myanmar Modernization of Public Finance\nManagement Project (M-MPFMp), the reform targets key areas such as revenue\nmobilization, budget execution, financial reporting, and external oversight. This study\nuses a mixed-methods approach, combining qualitative and quantitative analyses.\nQualitative methods include a comparative review of PFM improvements, guided by\nPublic Expenditure and Financial Accountability (PEFA) assessments, and\nstakeholder interviews. Quantitative analysis uses secondary data from the Budget\nDepartment to examine budgetary reforms from FY 2011-2012 to FY 2024-2025,\nfocusing on revenue collection and budget allocations. The research highlights\nnotable progress in modernizing tax systems, implementing the Medium-Term Fiscal\nFramework (MTFF), and improving fiscal transparency. However, challenges remain,\nincluding limited institutional capacity and weak accountability mechanisms. The\nreforms have improved fiscal discipline and public service delivery but continue to\nface obstacles in achieving full fiscal decentralization and sustainable economic\ndevelopment.
