          <dc:title>CHALLENGES AND OPPORTUNITIES OF ENVIRONMENTAL IMPACT ASSESSMENT IN ROAD PROJECTS IN MYANMAR (Win Thu, 2019)</dc:title>

          <dc:description>Myanmar ranks 164 out of 178 countries in the 2014 Environmental Performance&#13; Index, and performance related to regulation or infrastructure has scores among the lowest&#13; globally. The study is to examine process, challenges and opportunities in environmental&#13; impact assessment in Myanmar with the focus on road projects. The in-depth interviews are&#13; conducted with key stakeholders, who are working on the area at different levels. The profiles&#13; of the respondents ranged from the decision makers, development agencies that are providing&#13; grants and loans for road projects in Myanmar, project management unit that is responsible for&#13; day to day management of road projects, to independent specialists. The findings indicate that&#13; there are opportunities such as increasing attention to environment from all stakeholders,&#13; established legal and regulatory framework, and to apply technologies as to the contextual&#13; requirements. There are also challenges that need to be addressed such as capacity development&#13; of stakeholders, to have sufficient competent human resources, more allocation of budget for&#13; implementation and monitoring of environmental management plan, raising awareness of&#13; project owners and communities about safeguarding environment, to modify some criteria used&#13; to categorize environment category, and to improve communication among different&#13; stakeholders.</dc:description>
