          <dc:description>A Learning Management System or LMS is a web-based technology, designed for
plan, implement, and assess a specific learning process and are also more commonly
referred as e-learning platforms, used as a medium to put e-learning content to the
web. The low self-esteem and shyness for learning students are obstacles towards an
active participation in the classroom activities, which, in their turn, are easily
overcome in the online learning environment. The purpose of this paper is to
implement the web-based LMS system for students and instructors mainly.
Instructors and learners discuss the course content by posting and responding,
maintaining student learning tracks, and managing learning activities in a web
environment by using LMS. A learning management system provides an area to find
out and teach without counting on the time and space boundaries. This paper
describes some common features of Learning Management System and introduces the
technology of Content Management System (CMS) that can be mainly created elearning courses for blended learning at Co-operative University, Sagaing.</dc:description>
